Preroll/postroll seems less reliable in v32

Preroll/postroll seems less reliable in v32

I haven't performed extensive testing to find the conditions that trigger this, but preroll/postroll doesn't appear to be respected in v32 as much as I would expect/as it was in previous major versions.

I've had recordings with nothing scheduled in the half-hour before them start at exactly the scheduled time, with my 180 seconds of preroll ignored. The same appears to be happening sometimes with postroll. Even with my clock set to a reliable NTP source, the programming providers start and end programs with enough variability that preroll and postroll are desirable, to ensure nothing is missed.

I've taken to adjusting startoffset and endoffset for all recording schedules, but this isn't ideal for a busy recording day, as some schedule matches become conflicts.
