I am running Fedora 29 x86-64 and MythTV 30.0-3.20190214 and Mythweb 30.0-1.fc29
MythWeb has installed fine and I can set up programs to record. However, when I attempt to play back any recorded program, MythWeb responds with a message in the browser like:
10019_20190328002000.ts does not exist in any recognized storage group directories for this host.
The URL for this is:
http://localhost//mythweb/pl/stream/10019/1553732400
I am able to play back using MythFrontend. This is not what I need though.
I have placed the access log from apache below if needed:

PS - I tried the solution in the wiki entry - i.e. replacing the config.xml file in /etc/mythtv, by linking to the config.xml in the user home directory.

The symptoms I am experiencing are not the same as described in the wiki, and I noted that this info was from over a decade ago. But I gave the solution a shot anyway.
In my case the config.xml file in /etc/mythtv was not 0 bytes as indicated in the wiki entry... but the config.xml in the .mythtv directory under my home directory did have some lines that weren't in the config.xml in /etc/mythtv. Also, when I view a list of recordings the artwork is displayed in the browser window (again unlike the behavior described in the wiki entry.) Unfortunately replacing the config.xml did not solve the problem.
