Tuner free installation?

I'm considering my options for replacing my old system and am looking first at a NUC (I have one lying idle) or a Pi 4 solution, with a Firestick 4K as main or remote frontends.
In the past my show stoppers have always been with graphics and so I'd like to do a trial on that first using a database and a set of recordings copied from my 'live' system.
My tuners are PCI based and incompatible with modern hardware so I will probably go for networked ones such as HDHomeRuns, but in the meantime, can my trial backend be run without physical tuners just for playing recordings?
Any advice appreciated!

Absolutely. I often run MythBackend on my Mac laptop without tuners so that I can watch videos using a familiar interface. About the only thing you will notice is some complaints in the error log about the lack of tuners.
