it is only a starting point but you can use the instructions from the wiki https://www.mythtv.org/wiki/OpenSuSE_13.1
Please be aware, that the packman mirror (http://packman.inode.at) is offline and use one from this list http://packman.links2linux.org/mirrors

You are right, it propose the version 0.27 of Mythtv and 31 is the recent stable one.

As far as I know there are no packages for OpenSuse so you have to build from source.
This is recently done by somebody else, see this thread viewtopic.php?f=36&t=4356
