I am interesting in using MythTV to record TV programs that I get thru my FIOS subscription. I am a Windows 10 user and I see that there is a Windows section of this forum but the last post was a couple years ago.
Can I use MythTV on a Win 10 platform? I am guessing the answer is yes but not recommended. If I am correct, please tell me how to get started on another platform

Consider dual booting. You can easily install Ubuntu and keep Windows 10 to use when desired. One of the most popular operating systems for MythTV is the long term support (LTS) Ubuntu version, which is currently 20.04. After installing the Ubuntu LTS desktop version, Mythbuntu Control Panel can help install MythTV and configure the system.

Instead of using Ubuntu and then requiring dual boot, is it possible to use a Raspberry PI and connecting it to my router. Would this allow me to record on the Raspberry PI and then when I want to view the recoding using my PC still running Win 10?
If so, please give me as much information as possible or links to help me since I have never used a Raspberry PI

Yes you can use a Raspberry Pi to run Mythbackend - see the Raspberry Pi section of this forum viewtopic.php?f=46&t=4114.

My goal would be to record live TV from my FIOS TV and be able to view it while it is being recorded. I would like to view it on my Win 10 PC. It looks like I can do that using a Raspberry PI but I would like to know if this is the best method or do you suggest a different method. I have no experience using a Raspberry PI and have not programmed and devices in over 40 years. Please comment on how easy or hard I might find it to overcome the technical issues
