That's OK, but the intent of having the config.xml file in /etc/mythtv is to have
symbolic links to it from any users (yourself and mythtv).

Copying the file creates yet another file that must be kept updated. See man ln
for details.

Well, you've got it right, the BE should use localhost in config.xml (unless the DB is on another host).

Remote config.xml files should have the hostname/IP of the DB.

Take a look in mythfrontend Setup->Video->General->General (Advanced):.
Values there are in seconds, so 180 and 420. Similar affect, but not startoffset
and endoffset. The help text has a good description.

Left out the simple solution, change setenv db_server "localhost" to use the IP and restart apache2.

See if Mint has an entry in /etc/hosts for localhost. Or, anywhere your backend uses to do hostname resolution. You don't have a LocalHostName, so LocalEnabled false is OK (and common). Bad news is that this is pretty simple, if the mysql command works, then mythweb will. mythtv-backend.service doesn't need to point to config.xml. Either the User= $HOME is used (your case) or MYTHCONFDIR can override it (yours doesn't). If the backend works, then it appears that you're using the wrong password. I'll guess that Mint uses systemd. Can the failing remote frontend connect to the DB with this:

Until that works, MythTV won't. I'd start by verifying the password
in ~/.mythtv/config.xml (assuming your user starts the frontend).
