Yes, the helper script should be run under pi user ./pi-mythbackend-helper.sh
Raspbian does not have a password for sudo (unlike Ubuntu/Debian), the script only uses sudo when required.

mythtv fixes/30 compiles fine for me on Debian 10.3 using default ./configure I used mythtv/ansible to setup build depends. Depending on your internet browser settings, it might be using cached data, so you don't see up to date data from the Services API call.
For me, using either Firefox or Chromium, holding down shift key and clicking reload button bypasses the cache.

Jim, Thanks for reporting. I will add libxml-simple-perl to pi-mythbackend-helper.sh. Have a look at viewtopic.php?f=36&t=3114#p15073

You don't mention the mythtv version that has been installed.
If mythtv was installed using ppa:mythbuntu/30 the items starting at "Now the critical part" should help, otherwise follow all the steps.

Check dmesg output after running w_scan, there could be some error messages such a unable to load firmware or some other error that may give a clue as to why you cannot scan.

Check outside of mythtv that the card works.
