the cold boot is to make sure the changes take effect. the systemctl command is to check if the backend is running as a service/the system has started it

in backend setup>general set both ip's to 127.0.0.1 and restart. then try the command again.

there should be more to that if you scroll up. try running

systemctl status mythtv-backend.service
it should have an error in the output. in backend setup>general check that the local backend ipv4 address and the master backend ip address match.

the backend should automatically start at boot, when it's configured correctly.
run this in a terminal

this will list any errors the backend is longing

check /home/mythtv/.mythtv/config.xml and see if it has correct info and if the mythtv user has read/write permissions

since it works in a terminal, try it as a userjob with --chanid %CHANID% --starttime %STARTTIMEUTC%.
The transcoded flag is intentional for the reason you stated.
