mysql -u mythtv -p mythconverg -e "SELECT * from jobqueue WHERE type=2" will give you a list of commercial flagging jobs in the job queue. You can use

ffmpeg -i concat:file1.ts|file2.ts -map 0 -c copy  outfile.ts
if you dont have ffmpeg installed mythffmpeg should also work.

FFMpeg wiki Concatenate, has examples of this and other methods.

Fps calculation is fairly basic for 59.94(60fps) 60000/1001 as long as at least one is a float() it should be correct. The second email clearly states "Rule - no storing or archiving guide data or images.". after a quick look at your code It's clear you are violating this rule. unless i missed where you purge the data from the database every 1-2 hours.

IIRC the error could be the stream not starting with a key-frame. I've been working on updating the script.
