I haven't done it myself, but give warpme's workaround a try:

A MacPorts dev is working on a method of installing such framworks (Quicktime in this case). When he gets it implemented, I'll update mythtv-core.28 to use it.

The Quicktime issue only happens when building with XCode 10.1, right? And therefore only on macOS 10.13.x and 10.14.x.

I don't know the standards used for television in your country. However, Silicondust makes a number of models that support DVB if that helps. So, mythutil is the third last entry. Regardless, by the dates, I can see that you have 0.28. I can't explain why the MythWeb stuff doesn't appear to be in the only location where the installer can put it.

Stop the backend, run the installer again and then try to continue with setup.

I think you've installed Myth _0.27_ not 0.28. You can confirm by running 'mythutil --version'. A key change between the two versions was that the MacPorts layout for Apache2 changed.
