I am not aware of any way to make CI+ work with open source software that is not legally dubious. What are the issues here? Is this a general CI+ thing or only relevant for DVB-T2? only the technical aspect was asked about... I think we have been misunderstanding each other... I understood the OP's question to be related to MythTV (or other open source DVR software) somehow. We can and do support conditional access (Pay TV with encrypted channels, but without DRM). But CI+/DR...

Das System basiert auf KnoppMyth 5R27 und ist inzwischen seit über 10 Jahren täglich(!) im Einsatz. Leider wird im kommenden März in Deutschland das DVB-t abgeschaltet, damit wird mein eigentlich funktionierender Festplattenrekorder obsolet. Vielleicht gelingt es mir aber den HDR mit DVB- C weiter ...

You can add a second (basically read only) storage group backed by a ZFS file system. Then simply move the recording files over with 'mv' and let MythTV figure out the rest. Depending on your use case there are way better solutions. If you want to broadcast (multicast actually) all channels of a frequency to the network you may like MuMuDVB.
If you only want to broadcast one channel that you can chante, then you may like VLC with a remote control interface.

Its on my list (Kudos to everyone who gets there first) #12793. The workaround is to manually change the value in the database. Its "dvb_eitscan", just turn it to "1".
