Check that the old upstart method of starting the backend isn't trying to initialise, check in /etc/init.d for a file mythtv-backend, if it is still there remove or rename it. That's what caused similar problems when I upgraded to 0.29.

We had this problem after we upgraded to 16.04. The problem turned out to be that systemd and the old upstart system were both trying to run the backend at startup. We deleted \etc\init.d\mythtv-backend to resolve the problem.

If the frontend is starting before the backend is ready you might try configuring the backend systemd configuration to wait for the network and tuner cards to initialise before starting, I don't know about mythwelcome but mythfrontend needs the network to be up before it will start. You could try the solution posted in this forum under 'Hauppauge WinTV-QuadHD ATSC tuner'
