Works for me on v31 as well. I created a video file and put your xml file alongside to the video, did a scan and pressed 'w' to import metadata on the new video. It is quite unusual to report bugs in the "General Development" section.

I can reproduce this error on Python3.8, but not with Python3.6.

Bad news and good news: I can reproduce this issue with the default setup from Ubuntu 20.04. As expected, it is a combination of Python version and used MySQLdb module.
